The Council stated, "We welcome the Syrian government's commitment to investigate reported violations and abuses." Additionally, the Council welcomed "the establishment of a committee dedicated to maintaining civil peace and the end of the previous Syrian regime." The Council emphasized that "the establishment of the Syrian Arab Republic should be based on human rights, freedom, and justice." It also highlighted the importance of "exemptions and exceptions from a number of sanctions and restrictive measures applied to Syria." The Council concluded its statement with "provisions of the constitutional declaration issued by the Syrian authorities."
