Iran: The new nuclear agreement does not currently allow inspectors to enter, and cooperation will be conditional

In an interview broadcast by Iranian state television, Araqchi clarified that the agreement explicitly recognizes the "Council of Experts Law," which requires the approval of the Supreme National Security Council for any executive steps, emphasizing that cooperation with the agency will be within this legal framework.
For his part, the Director General of the International Atomic Energy Agency, Rafael Grossi, announced that the new cooperation framework includes "all nuclear facilities and infrastructure in Iran," in a step aimed at rebuilding trust and expanding the scope of international oversight.
According to an Egyptian diplomatic source, the agreement was signed under Egyptian sponsorship and is considered a precursor to resuming cooperation between Iran and the International Atomic Energy Agency, following a long hiatus after the Israeli and American bombing of Iranian nuclear sites last June.
Technical talks are currently underway between the two parties to determine inspection mechanisms, amid Iranian reservations about some procedural items and demands for international guarantees that protect Iranian sovereignty and prevent any political exploitation of the nuclear file.
