The department clarified that this step is intended to provide clarity and stability for Berlin regarding the future of German assets linked to the Russian company, amid escalating regional tensions and the impact of sanctions on the European energy sector.

The United States confirmed that the exemption does not mean lifting sanctions on the Russian company itself, but rather allows Germany to continue managing its local unit in an organized manner without facing U.S. legal repercussions.
