The Syrian Foreign Ministry Reveals the Complete Roadmap to Resolve the Sweida Crisis and Stabilize Southern Syria

The Syrian Ministry of Foreign Affairs and Expatriates revealed on Tuesday a statement outlining the approved roadmap to resolve the crisis in Sweida Governorate and stabilize Southern Syria, following a trilateral meeting in Damascus that included Syrian Foreign Minister Asaad al-Shabani, Jordanian Foreign Minister Ayman Safadi, and the U.S. Special Envoy to Syria Thomas Barak.
The ministry confirmed that the meeting adopted a roadmap to resolve the crisis based on the unity of Syrian territory and equal rights for all Syrians. The statement emphasized cooperation among the three countries to urgently implement the following steps, while fully respecting Syrian sovereignty:
1- The Syrian government invites the International Independent Commission of Inquiry to conduct an investigation into the recent events in Sweida and hold accountable those responsible under Syrian law.
2- The Syrian government takes legal action against anyone who has committed violations against civilians and their properties.
3- Continued delivery of humanitarian and medical aid to the governorate, in cooperation with Jordan, the United States, UN agencies, and other countries.
4- Restoration of all essential services in the governorate, with support from Jordan and the United States in securing adequate funding from international donors.
5- Deployment of qualified and trained forces along the Sweida-Damascus road to ensure safe movement for citizens and trade, with support from Jordan and the United States.
6- Withdrawal of all civilian fighters from the administrative borders and deployment of qualified and trained police forces, enabling residents of affected villages to return to their homes.
7- Supporting the efforts of the International Committee of the Red Cross to release all detainees and kidnapped individuals and expedite the exchange process.
8- Announcing government plans to rebuild the affected villages and properties with support from Jordan and the United States.
9- Establishing a national narrative that celebrates unity, diversity, and equality, and combats hate speech, with necessary legal support from Jordan and the United States.
10- Organizing reconciliation meetings involving local communities and Bedouin tribes in Sweida.
11- Agreeing on short- and medium-term security and administrative arrangements for the transitional period leading to the complete reintegration of the governorate into state institutions, forming a local police force that represents all community components, activating civil administrative institutions, and forming a governorate council that represents all components of the local community, completing the release of detainees and kidnapped individuals, managing the flow of aid, ending foreign intervention, and facilitating access to evidence to ensure legal accountability.
12- Reaching security understandings with Israel regarding southern Syria in consultation with the Syrian government, while affirming Syria's sovereignty and territorial integrity, with support from Jordan.
13- Establishing a joint working mechanism between Syria, Jordan, and the United States to monitor the implementation of the roadmap, fully respecting Syrian sovereignty.
The Foreign Ministry emphasized that these steps aim to restore security and stability in Sweida and Southern Syria and ensure the protection of all components of the local community, while enhancing regional and international cooperation.
