Ziad Daghem, advisor to the head of the Libyan Presidential Council, stated that the guarantees provided by Turkey to support the implementation of the security agreement in Tripoli are based on the principle of "step by step", emphasizing that the concessions included in it serve Libya's interests and aim to present a model of a stable and secure state according to international standards.

Daghem explained that a contact group consisting of the head of the Presidential Council, Mohamed Menfi, and the Prime Minister of the National Unity Government, Abdul Hamid Dbeibeh, in addition to the UN mission and the Turkish side, has been tasked with following up on the implementation and activation of the agreement.

He pointed out that the agreement includes a timeline and specific steps, with expectations of difficulties in some details, but he stressed that "national will and the quality of drafting" are sufficient to ensure progress, adding: "We will move forward and Libya will triumph again, and there will be no comfort for the enemies, God willing."

He indicated that the slow drafting of the agreement was due to anticipating potential obstacles and providing alternatives to address them, noting that the "spirit of national and moral responsibility" among the participating parties is the real guarantee for its continuity.

Regarding the initial steps for implementation, Daghem confirmed that the agreement stipulates that each relevant institution should announce its achievements directly "without leaks or descriptions from others", calling on local and international media to adhere to national sensitivity to ensure the success of the process.

The advisor to the Presidential Council emphasized that the success of the agreement will be measured by the extent of achieving stability, activating state institutions, and raising human rights standards, pointing out that subsequent priorities will gradually take shape within a clear framework and a comprehensive national decision.
