The Immigration and Passports Administration issued a circular to all its branches in Syrian provinces, outlining the procedures for issuing and granting passports to Syrian citizens, aiming to facilitate the issuance and acquisition process. The administration requested in its circular that passports be granted to Syrian citizens separately from: - Implementing procedures related to all security authorities (arrest - travel ban - branch review - notification, etc.), except security procedures related to a governmental position. - Procedures for evading mandatory and reserve service, and procedures related to leaving illegally, must be attended by the concerned individual. - Police circular procedures in all their forms, the concerned individual/representative is tasked with reviewing to remove the procedure from the source. - Ministry of Interior procedures: police leadership in provinces - departments: criminal - drugs - trafficking.. in all their forms, also tasked with reviewing to remove the procedure from the source. - Employees authorized to perform a job function + prevent security departure (Scientific Research Center - Atomic Energy Commission - Ministry of Defense, etc.) need prior approval from the informed entity and the internal security apparatus. - Officers and their descriptions and deployed personnel (Ministry of Defense and Ministry of Interior) subject to departure prevention procedures for security entities, are tasked with reviewing the internal security apparatus to obtain approval for issuing passports and departure. - New passports are issued (in place of damaged or lost ones). - Passports are issued regardless of the registered travel movement computationally after confirming the entry stamp from the corresponding country, and based on a written permit in the possession of residents outside the country. Continuing to issue passports through regular channels for employees, dispatched students, and persons with disabilities without a platform after administration approval. No passport is issued for those over eighteen without presenting personal identification. Issuing a passport for those who entered the country without stamping their passport with the entry stamp, after proving the stamp from the bordering entity, residence card, and obtaining a written permit under their responsibility. Printed passports not delivered to their owners and not found in the administration or branches, or damaged, a new passport is granted in place of it within the warranty period (free of charge) and is circulated as a lost passport. Granting passports to family members up to the fourth degree by the branch heads' discretion and responsibility. Continuing to withdraw passports upon return for residents outside the country who did not send their passports to their relatives or legal guardians. No passport is issued for illegal departures from 01/12/2024 without the approval of the Immigration and Passports Administration. The Immigration and Passports issued a statement in early February 2025, specifying the fees for issuing a regular passport at 312,700 Syrian pounds, an urgent passport at 432,700 pounds, while the immediate passport fee is 2,010,700 Syrian pounds. The regular passport is issued within 30 to 45 days, the urgent one within 15 days, and the immediate one within two days. As for Syrians abroad, the fee for a regular passport is 300 dollars, and for an urgent one, it is 800 dollars, with the validity period of passports being 6 years for all age groups, while the validity of old passports continues until their specified expiration date. To obtain a passport, a bank account must be available, and a copy of the personal identification must be submitted, with registration through the "Anjaz" platform by entering personal data and electronically paying the fees. The administration confirmed that the validity period of passports will be 6 years for all age groups, with the validity of old passports continuing until their specified expiration date.
