President Ahmed Al-Shar'a issued Presidential Decree No. (64) for the year 2025, appointing Judge Mustafa Mohammed Al-Qasim as Assistant Minister of Justice for Judicial Affairs, reflecting the Syrian government's keenness to strengthen the judiciary and enhance its mechanisms.

Judge Mustafa Mohammed Al-Qasim is one of the prominent legal figures in Syria, with a rich experience and competence in the judicial field. He obtained a Bachelor's degree in Law from Damascus University, pursued his postgraduate studies at the Lebanese University, earning a Master's degree in Criminal Law in 1996, followed by a Doctorate in Criminal Law in 2001, confirming his deep legal knowledge and expertise.

Judge Mustafa began his career in 1985 at the Syrian Ministry of Justice, holding several important judicial positions, including Public Prosecutor, Conciliation Judge, and President of the Procedures Department at the Damascus Court of First Instance. He also presided over the Damascus Criminal Court, and served as a member of the Court of Appeal between 2004 and 2006, gaining extensive experience in handling major criminal cases and reviewing judicial rulings.

He further enhanced his expertise through advanced international training courses in the United States, focusing on judicial mediation and managing complex cases, enabling him to learn and apply best judicial practices in Syria.

Mustafa Mohammed Al-Qasim's appointment as Assistant Minister of Justice for Judicial Affairs comes at a time when the Syrian government is seeking to modernize the judicial system, improve court performance, and emphasize justice and citizens' rights protection amidst the political and economic challenges facing the country.

This decision underscores the political leadership's confidence in legal competencies capable of leading judicial reforms and fulfilling the people's aspirations for a more just and transparent judicial system.
