Dbeibeh Calls for National Dialogue in Libya to End Division and Hold Elections

The Prime Minister of the Libyan National Unity Government, Abdul Hamid Dbeibeh, called on all political parties to engage in a national dialogue aimed at holding elections and ending the state of division in the country, reiterating the government's refusal to hand over power except through the ballot box.

During his speech at the first meeting of the Council of Ministers for the year 2026, held last night, Dbeibeh emphasized that he extends his hand to all politically differing parties for dialogue, aiming to agree on conducting elections and achieving the aspirations of the Libyan people, foremost among them ending the division and building a stable and unified state.
He confirmed that the government will not hand over power until after elections are held based on agreed-upon and implementable rules, clarifying that its continuation in its duties is not linked to a specific time frame, but rather to achieving this electoral entitlement.
Unifying Libyan Institutions and Supporting the Political Agreement
Dbeibeh pointed out that the government will continue to support efforts to unify Libyan institutions, considering that they are based on the legitimacy of the political agreement.
He added that the main goal is to ensure a peaceful transfer of power through the ballot box.
Background of the Electoral Crisis in Libya
Libya failed to hold the presidential and parliamentary elections scheduled for December 2021 due to political and legal disputes over constitutional rules and candidacy conditions, leading to the continuation of transitional phases and the stalling of the settlement process.
Since then, local and international calls for elections that end the division and unify state institutions have continued, while political parties exchange accusations of obstructing this entitlement.
