President Ahmed Al-Shar'a issued Presidential Decree No. (56) for the year 2025, appointing Dr. Hussam Ahmed Al-Halak as Assistant Minister of Emergencies and Disasters for Planning and Institutional Efficiency.

Dr. Hussam Ahmed Al-Halak possesses extensive academic and scientific experience in the field of management and planning, serving as a faculty member at Gaziantep University in Turkey within the Faculty of Economics and Administrative Sciences, Department of Business Administration.
Dr. Hussam holds a Ph.D. in Management with a special focus on institutional innovation, known for his distinguished academic activity through publishing several peer-reviewed research papers in prestigious international journals, as well as participating in specialized scientific conferences at the regional level.
Dr. Al-Halak is known for his expertise in modern management, business intelligence, and organizational maturity assessment, overseeing numerous research and projects focusing on enhancing institutional efficiency and innovation in management.
