The Syrian Minister of Administrative Development discusses with the Dean of "HIBA" ways to enhance academic and practical partnership.

Syrian Minister of Administrative Development, Mohammad Al-Skaf, met with the Dean of the Higher Institute of Business Administration "HIBA," Dr. Talal Aboud, to discuss prospects of cooperation in supporting institutional transformation and building national competencies capable of leading administrative change in Syria.
During the meeting, held at the ministry's headquarters, the institute's academic programs and activities were reviewed, in addition to discussing the ministry's comprehensive institutional transformation plan, where several common topics were discussed.
Discussions included studying the possibility of establishing a specialized master's program targeting government leaders and officials, as well as exploring ways to guide institute students, especially in postgraduate studies, towards practical projects that serve the goals of administrative development.
Opportunities for cooperation in training and joint workshops were also explored, along with mechanisms to involve institute staff in ministry programs that align with national needs.
Both sides emphasized that "human capital is the real wealth of any country, and the decisive element in the success of any sustainable institutional project," stressing the importance of aligning higher education outputs with public administration requirements, and developing training and qualification programs that enhance human resource efficiency and build effective government institutions.
