Egyptian Foreign Minister: Elements of Gaza Management Plan "Exist" and Depend on Ceasefire

Following the United Nations General Assembly meetings, Egyptian Foreign Minister, Badr Abdel Aty, confirmed that there is a clear vision for post-war arrangements in the Gaza Strip, noting that all elements of the plan are present but are waiting for a ceasefire first.
This came during a press conference held on Thursday evening, where Abdel Aty explained that the proposed vision includes a security aspect and another civil aspect. From a security standpoint, the minister stated: "The deployment of an international force should be under a UN mandate," emphasizing that his country is "open to the presence of international forces in the Gaza Strip but this must be done under a Security Council resolution."
As for the administrative aspect, he revealed that "a civilian committee will govern the sector in coordination with the Palestinian Authority," with an agreement on "a temporary Palestinian administration for the Gaza Strip without the participation of factions." He added: "Efforts are currently being made to stop the unjust war on Gaza, and then we will look at the security arrangements and governance of Gaza."
In a related context, the minister announced that "it has also been decided to hold an international conference for the reconstruction of Gaza according to the Arab Islamic plan after the war ends."
This statement coincides with the announcement by Egyptian Prime Minister, Mostafa Madbouly, on Wednesday, that Egypt "has begun procedures to train Palestinian security forces," expressing Cairo's readiness to expand this with support from the international community.
Madbouly participated on the sidelines of the General Assembly meetings in a meeting on "the day after and supporting stability in Gaza," where he emphasized in his speech the "welcoming of the Egyptian state for all efforts aimed at reaching a political settlement for the Palestinian issue, which requires support for the efforts made by mediators to reach a ceasefire in the Gaza Strip, stop the bloodshed, and provide relief to the Palestinian people."
The war on the Gaza Strip is being waged as part of an Israeli military operation facing "global condemnation," with no ceasefire in sight. According to UN estimates, the war has caused widespread destruction in the besieged sector, "and has claimed the lives of more than 65,000 Palestinians," while a global hunger monitoring observatory announced that parts of the sector are suffering from famine due to the Israeli blockade.
