Member of the High Committee for Maintaining Civil Peace, Hassan Soufan, held a press conference at the Ministry of Information in Damascus, addressing the key developments related to the committee's work and the recent decisions regarding the release of a number of officers in the deposed regime's army. Soufan emphasized that the released officers are "working officers" since 2021, who voluntarily surrendered themselves at the Iraqi border and in the Al-Sakhnah area, as part of what is known as "repentance." He clarified that the detainees underwent legal investigations that did not prove any charges related to war crimes against them, stressing that their continued detention does not serve a national interest and is not based on any legal legitimacy. Soufan also explained that their release is not a substitute for the transitional justice process, which has already begun through the National Committee for Transitional Justice established by presidential decree. He stated, "There is no homeland without justice, no justice without fairness, and no fairness without the courage to speak the truth," pledging transparency in the upcoming phase and working towards achieving genuine justice that vindicates the victims and holds the perpetrators accountable. Soufan mentioned that the release only included those whose hands were not stained with the blood of Syrians, and what happened is part of the civil peace measures, noting that these measures are not claimed to be perfect but are necessary within their context. He pointed out the existence of two parallel paths, the first concerning civil peace, which is prioritized as it paves the way for any future strategic actions, affirming that justice will not be achieved without a strong state and established institutions, and that the current efforts aim to reach more comprehensive legal solutions. He continued, "There are many upcoming steps waiting for their turn and the appropriate timing to commence, each step will be disclosed in due course, the country's stability path requires objective conditions, as turbulent atmospheres will not provide suitable conditions for any projects leading to national reconciliation." He added, "The Civil Peace Committee monitors everything raised in the streets, but it is necessary for a significant part of its work to be away from the media," indicating that "among the authorities we requested from the President is the ability to take actions, including releasing detainees whose convictions have not been proven, in addition to interactive matters with state institutions."
