Saudi Arabia lost one of its prominent legal figures yesterday, Thursday, March 27th; as the Royal Court announced the passing of Dr. Matlub Al-Nafisa, a key figure in establishing legal work in the Kingdom. The funeral prayer was held for the deceased after the Friday afternoon prayer at King Khalid Mosque in Riyadh. Dr. Matlub Al-Nafisa was born in 1937 in Riyadh Al-Khabra in the Qassim region, known for his deep expertise in law. He was described by the head of the Experts Commission at the Council of Ministers, Mohammed Al-Ajaji, in a previous TV interview, as the foremost reference in constitutional law in Saudi Arabia and the country's leading legal figure. His academic journey began with a Bachelor's degree in law from Cairo University in 1962, followed by studies at Harvard University in the United States, where he obtained his Master's and Ph.D. degrees between 1971 and 1975. Throughout his career, the late Dr. Al-Nafisa held important positions, starting as a legal advisor in the Council of Ministers, then becoming Deputy Director-General at the Institute of Public Administration. Later, he assumed the presidency of the Experts Commission in the Council of Ministers, now known as the Experts Commission, significantly contributing to establishing its legal foundations. Al-Nafisa held high government positions, including Minister of State and member of the Council of Ministers, as well as Secretary-General and member of the Supreme Council for Petroleum and Minerals Affairs from 1999 to 2015. In September 2022, a royal decree renewed his appointment as Minister of State and member of the Council of Ministers, allowing him to continue his role in decision-making until his last days. With his passing, Saudi Arabia loses a significant legal figure whose contributions have left a mark on its legislative and administrative history, leaving behind a legacy of legal achievements that will stand as a testament to his long-lasting contributions.
