In new statements highlighting the complexities of the geopolitical scene, Kremlin spokesman Dmitry Peskov affirmed that resuming negotiations with Ukraine is contingent on recognizing the "facts on the ground," emphasizing that Moscow's negotiating position is known and steadfast, and that the progress of the peace process depends on Kyiv's stance and the effectiveness of US mediation.
Peskov said in a TV interview with Belarusian channel "Belarus 1" conducted on the sidelines of the Eurasian Economic Union meetings held in Minsk on June 26 and 27, "A lot naturally depends on the regime's position in Kyiv, as well as on the effectiveness of US mediation efforts," adding:
"There are facts on the ground that cannot be ignored and must be taken into account, this is the big picture, and it is complex and difficult."
Regarding the possibility of resuming meetings soon, Peskov revealed that the Kremlin does not expect meetings to be held in the near future, but expressed Moscow's hope to schedule the third round of negotiations very soon.
Direct Negotiations Series .. From Istanbul to the Field
The first round of Russian-Ukrainian negotiations this year started on May 16 in Istanbul, resulting in an agreement to exchange prisoners in a "thousand for a thousand" formula.
The two sides also presented their preliminary visions on a potential ceasefire, amid relatively positive atmospheres between the delegations.
In the second round, which also took place in Istanbul on June 2, the two sides exchanged documents outlining their visions for conflict resolution, with the Russian delegation handing over a two-part memorandum with Moscow's proposals to their Ukrainian counterparts.
One of the key outcomes of the second round was Russia's agreement to hand over 6,000 bodies of Ukrainian soldiers unilaterally.
An agreement was also reached for a humanitarian exchange of prisoners, including patients and detainees under the age of 25, in a "all for all" formula, involving at least a thousand prisoners from each side.
Between the Field Reality and Political Stakes
Peskov's statements come at a time when international pressure is mounting to bring the parties back to the negotiating table, amidst ongoing field escalation and mutual attacks.
Observers note that Russia's recognition of the "field reality" refers to the military control areas achieved by Moscow, making them a fundamental condition for any upcoming settlement.
