Syria's Civil Service Law Drafting Committee Holds Its First Session

The session discussed the general framework and the strategic vision that should guide the law, emphasizing the need for the project to reflect the comprehensive institutional transformation, and to uphold competency, justice, and effectiveness as governing values in human resource management.
The importance of balancing between workers' rights and the public interest requirements in drafting a law that enhances professional belonging and aligns with the demands of modern administration was also emphasized.
The session also addressed several essential legal and administrative aspects, the foundations on which the project is built, including redefining the public service as a tool for achieving national development, solidifying the principle of competency in appointment and promotion, ensuring the rights of state workers in parallel with the public interest requirements, enhancing transparency and accountability, and developing performance evaluation and continuous training systems.
Last month, the Minister of Administrative Development issued a decision to form the final drafting committee for the Civil Service Law draft, replacing Law No. 50 of 2004 governing state employees.
The committee includes representatives from the Ministries of Justice, Finance, Social Affairs, representatives from the State Council, the Central Financial Control Agency, the Central Inspection and Audit Authority, the General Federation of Trade Unions, as well as academics and experts in human resource management and legislation.
