The Ministry of Finance has issued its executive instructions regarding Decree No. 102, which provides for a 200% increase in salaries and wages for employees in both the civil and military sectors, based on the current monthly salary or wage as of 6/19/2025.


The decision includes employees in ministries, government departments, public institutions, as well as public sector companies in which the state owns at least 50% of the capital. The decision also covers contractors, casual workers, and temporary workers in all their categories, whether they are agents, temporary, seasonal, or contracted, as well as part-time workers or those on fixed or production-based wages.


Regarding contractors, the Ministry clarified that Syrian and Palestinian Arabs covered by Law No. 260 of 1956 will benefit from the increase, provided that their contracts are amended to equalize their salaries with permanent counterparts starting from 8/1/2025, while the increase does not apply to contractors under subcontracting contracts or those who are not Syrian or Palestinian.


The statement indicated that employees subject to Law No. 53 of 2021 (issued by the former Syrian Interim Government) are not covered by this increase. The Ministry also emphasized adjusting the minimum and maximum wage limits in the salary schedules according to the new increase, urging government entities to submit proposed amendments to the General Budget Directorate for review and approval.


The Ministry pointed out that this increase does not affect promotion entitlements or periodic allowances, and it is granted for a single position only in case of multiple positions. The increase is scheduled to be paid with the salaries at the end of July 2025, from the available financial resources in the budgets of the relevant entities.
