Criticizing the constitutional declaration, the "Kurdish National" demands amendments.

The "Kurdish National Council" proposed amending a set of provisions of the constitutional declaration and criticized some of them, about ten days after its issuance, with criticisms mainly targeting the Kurdish component. The legal body of the "Council" emphasized the necessity of formulating a constitutional document that guarantees the rights of all components of the Syrian people without discrimination, and constitutes a "basis for building a civil democratic state." Criticism from the "Kurdish National" towards the constitutional declaration indicated that it was "inadequate and did not rise to the level of the struggles and sacrifices of all components of the Syrian people." It rejected the claim that the constitutional declaration resulted from the National Dialogue Conference, pointing out "the lack of real and effective representation of all components in this dialogue, making it expressive of the will of all Syrians." It reminded that the name of the republic mentioned in the 1950 constitution is "Syrian Republic," not as mentioned in the constitutional declaration as being "inspired by the Independence Constitution." The body saw that adopting the name "Syrian Arab Republic" links the state's identity to one component, ignoring the inclusive identity that encompasses all nationalities and religions. It suggested that it "clearly recognize the Syrian social reality characterized by national and religious diversity." The study issued by the Council also proposed "not specifying the religion of the President to make the position open to all citizens," and considering Islamic jurisprudence "one of the sources of legislation and not the main source to ensure religious diversity." It considered that the declaration did not recognize any official language other than Arabic, stressing the necessity of "considering Kurdish as a second official language alongside Arabic, or granting official status to the languages of other components in areas with a majority population." The study also included proposals related to the second chapter concerning rights and freedoms, as well as the legislative authority, pointing out that the declaration overlooked "holding members of the executive authority accountable, including ministers and the President, and specifying the crimes they are held accountable for." It is worth mentioning that with the issuance of the constitutional declaration, various Syrian parties issued comments on the constitutional declaration signed by the Syrian President in the transitional phase, Ahmed Al-Shar'a. The declaration came in five sections, which are the general principles, rights and freedoms, the three authorities, the transitional phase, and finally the concluding provisions. The declaration defined the identity of the Syrian state, the powers of the President, the form of governance, along with many other details.
