The Syrian Minister of Economy Approves New Regulations for Exporting Used Machinery

The Syrian Minister of Economy and Industry, Dr. Mohammad Nidal Al-Shaar, issued a decision regulating the export of used machinery and production lines, requiring documents that prove ownership and the integrity of export procedures.


The decision stipulated that industrial establishments must obtain approval from the relevant Directorate of Industry before exporting, along with providing official documents proving ownership of the equipment intended for export, even if it was previously used in the production process.


For export, it is required to either provide a customs declaration indicating that the trader previously imported those machines, or to present a documented sales contract proving ownership. The decision also clarified that equipment imported under a customs exemption does not require special procedures upon export, provided that customs duties and export fees are paid through the General Authority for Land and Sea Ports according to the applicable tariff.


The decision aims to regulate the export of used industrial equipment in accordance with the public interest, noting that it has been in effect since the date of its issuance.
