A press conference was held today, Monday, at the Homs Governorate building dedicated to discussing the "Boulevard of Victory" project.

During the conference, Homs Governor Abdul Rahman Al-Ama said: "The (Boulevard of Victory) project is part of a series of point projects for the reconstruction of the destroyed areas in Homs," and he added: "There will be a part of the project allocated for low-income individuals and families of martyrs, and all other projects will also allocate a percentage for them."

Al-Ama confirmed that the "Boulevard of Victory" project is located in the areas of dyeing and the wholesale market, while the Al-Qarabiss neighborhood will not be reconstructed within this project unless an agreement is reached with the majority of the residents, indicating that reconstruction of Al-Qarabiss will not begin before reaching an agreement with the neighborhood's residents and that there will be fair and transparent compensation mechanisms.

The governor added: "The decision to agree with the residents of Al-Qarabiss neighborhood will be made within a maximum of 3 months after sessions with the residents," explaining that the neighborhood can be divided into sectors to make decisions based on agreements with the majority of residents in each sector.

According to the governor, the project includes the establishment of a public park for the people of Homs covering an area of 350,000 square meters with green spaces, water features, and playgrounds.

Al-Ama also confirmed that Homs needs a new organizational plan, "as it has 13 destroyed neighborhoods, damaged infrastructure, and a traffic crisis."

He added: "As a result of this destruction, the importance of large projects for the reconstruction of the areas emerges, starting with the 'Boulevard of Victory' project, and later including the other affected neighborhoods."
