Discussions on Amending Laws and Decrees of Higher Education in Syria

During the meeting, the Law on University Organization and related regulations, as well as the Law on Scholarships and regulations related to scholarship holders, were discussed in line with the constitutional declaration and the strategy of attracting scientific competencies from abroad.
Minister Al-Halabi praised the committee's work, emphasizing the importance of thinking legally and creatively, and the decisions taken by the Higher Education Council, which are the most compliant and in accordance with the law, explaining that the ministry is distinguished by its academic cadres, which prevents it from legal complications.
Minister Al-Halabi stated that the ministry is working on preparing a law on university organization, which will soon be completed, affirming that the motto of the next phase is to reach a corruption-free higher education system, based on transparency, integrity, and efficiency.
In turn, the delegation addressed a number of legislative procedures and matters, the ministry's legal vision, cooperation in correspondence, the formation of a committee to communicate with the Secretariat to expedite work, in addition to discussing laws on scientific missions and the mechanism of dealing with and enhancing bilateral cooperation in this file.
The delegation members highlighted the outdated legislative structure of several laws and the need to change and amend some of them, noting the great support and cooperation from the ministry with the committee to perform its tasks and duties.
