Al-Shar'a approves the temporary electoral system for the Syrian People's Assembly

The Syrian President Ahmad al-Shar'a issued Decree No. (143) for the year 2025, approving the temporary electoral system for the People's Assembly, which included a number of conditions and restrictions on candidacy.
According to the text of the decree published by the official news agency (SANA), the electoral system prohibits the candidacy of governors and former ministers, and also bans advocates of secession or reliance on foreign support or those linked to the previous regime from applying for membership in the new parliament.
The decree includes key definitions related to the electoral process, as Article One states that the High Election Committee, based in Damascus, will oversee the electoral process and ensure its integrity and independence, while the sub-committees will manage the elections at the district level.
The decree also defined the "electoral body," "appeals committee," "electoral district," and "voting center," in addition to the terms "voter" and "candidate."
According to Article Two, the People's Assembly consists of 210 members, two-thirds of whom will be elected under the new system, while the seats will be distributed among the provinces according to population distribution.
Article Five specified that the number of members of the electoral body in each district equals the number of seats allocated to it multiplied by fifty, with a minimum of thirty voters.
The decree also stipulated the formation of a legal committee to support the work of the High Committee, alongside sub-committees that will oversee the electoral process in detail.
