Electoral Appeals in Syria... A Digital Step Towards Greater Transparency

From Paper to Screen: Appeals Have Become Electronic
Submitting an appeal no longer requires personal attendance or moving between offices. Now, the appellant or their legal representative can send a digitally coordinated file to the judicial appeals committee in the relevant governorate, provided it contains accurate data such as the full name, national number, address, phone number, and the subject of the appeal, whether related to a subcommittee or electoral results.
Appeals from Abroad? Possible... But with Conditions
Even from outside Syria, citizens can submit their appeals through legal representatives within the electoral area, provided they adhere to legal procedures. It is required to pay a deposit of 100,000 Syrian pounds to study the appeal, which will be refunded if the appeal is accepted in form and substance.
The Final Decision is Irrevocable
After submitting the appeal, it is registered in a special record according to the date of receipt and is reviewed by a judicial rapporteur. The decisions issued are considered final and conclusive, and are not subject to any form of appeal or review.
A New Organization... and a Clear Message
The decision comes after the formation of sub-appeals committees in the governorates on August 24, in a step aimed at organizing the electoral process and ensuring transparency. This development is part of the temporary electoral system approved by President Ahmad Al-Shara under decree No. (143) for the year 2025.
