Syria announces a development fund to support reconstruction and the return of displaced persons

A Syrian government source revealed that preparations are underway to launch a "development fund" aimed at reconstructing affected areas and facilitating the return of displaced persons to their cities and villages, with a focus on the most devastated areas.
According to "Syria TV", the source clarified that this fund will represent a "qualitative leap" in the reconstruction process and will provide a permanent mechanism to ensure the continuation of efforts "until the last displaced family returns to their homeland".
The fund will follow "transparent and rapid mechanisms" for implementing development projects, with the highest priority given to rehabilitating essential infrastructure, such as water and electricity networks and educational facilities, to ensure a safe return for the population.
The source indicated that the project came as a "result of intensive work that lasted four months, under the direct guidance of the presidency, which paid special attention to establishing the development fund as a strategic tool to restore life to the affected cities and rural areas and ensure the return of residents".
Despite this step, the return of displaced persons, especially those residing in camps in northwestern Syria, still faces significant obstacles due to the extensive destruction of homes, the spread of war debris, and the collapse of infrastructure, making return extremely difficult.
Most displaced persons also suffer from difficult financial conditions that hinder their ability to rebuild their homes or secure alternative housing, prolonging their stay in camps while awaiting economic solutions or international support.
On the other hand, United Nations reports indicated that about 1.2 million Syrians have returned to their original areas after years of displacement, benefiting from the lifting of previously imposed security restrictions, as the fear of arrest or compulsory conscription no longer poses an obstacle to return.
The launch of the development fund comes as a step to address humanitarian and living conditions, but its success depends on the extent of necessary funding and ensuring transparency in project implementation.
