The Afghan Ministry of Foreign Affairs announced today, Sunday, that Russia has officially agreed to appoint a Taliban government ambassador to Moscow, as economic and political relations between the two countries affected by sanctions continue to evolve. Russia lifted its ban on the Taliban in April, paving the way for Moscow to normalize relations with Afghan leaders. No country has officially recognized the Taliban government, which took power in 2021 after the withdrawal of US-led forces. Amir Khan Muttaqi, acting Foreign Minister of the Taliban government, stated, "We hope this new phase will allow both countries to expand cooperation in various fields." China became the first country in 2023 to accept a Taliban diplomat at the ambassador level, followed by several other countries including Pakistan, which announced an elevation in diplomatic representation last week. Diplomats say presenting the ambassador's credentials to a foreign head of state is a step towards recognition.
