Ministry of Administrative Development Launches Specialized Training Package to Support Organizational Transformation in Syria

The Ministry of Administrative Development has announced the launch of a series of specialized training courses in the provinces of Damascus, Aleppo, Homs, and Idlib, as part of its training plan for the third quarter of 2025. This initiative aims to enhance the efficiency of employees in public entities and empower them with advanced administrative and technical skills in line with the requirements of the next phase.


Mohammed Azbidi, Director of Capacity Building at the Ministry, emphasized that this training package is the result of analyzing the actual needs identified in cooperation with the directorates of administrative development in various ministries and provinces. He added that the training is conducted at training centers affiliated with the ministry as part of a comprehensive rehabilitation program aimed at achieving sustainable administrative development.


The programs cover a range of specialized fields, including effective leadership skills, professional and developmental project management, as well as specialized programs in human resource management and data analysis using artificial intelligence. The courses also include trainer preparation and training, total quality management, negotiation and persuasion skills, in addition to advanced courses in administrative, office, and technical skills.


Azbidi explained that the ministry follows an integrated training methodology that starts with diagnosing performance gaps and ends with measuring the institutional impact of training, ensuring quality through accredited trainers and precise evaluation mechanisms to ensure continuous development.


He also noted that these programs align with the ministry's efforts in preparing the framework document for the national policy for human resource training, aiming to establish a unified and effective training framework at the state level to enhance the efficiency of the administrative apparatus and improve the quality of public services.


In conclusion, Azbidi confirmed that the ministry is working to expand the scope of training to include all Syrian provinces, concurrently with preparing the framework document for the national accreditation law, which will regulate the accreditation of training centers, trainers, and programs according to national standards to ensure the professionalism and sustainability of training in the public sector.
