The Israeli plan involved "bringing workers from the Druze community in Syria to the occupied Golan Heights to work in agriculture and construction on the plateau." The Israeli Ministry of Defense had announced last month its intention to "allow Syrian Druze workers to enter the occupied Golan Heights," without specifying an official date for issuing work permits, leaving the plan in the preparation stage without actual implementation. The Israeli government justified its security policy towards Syria by indicating that "the new Syrian government poses a threat to the Israeli state," as reported by the media. Nevertheless, Israel affirmed its "commitment to protecting minorities in Syria, including the Druze community."
