Human Rights Watch has called on the European Union to play a leading role in lifting the sanctions imposed on Syria, warning that these sanctions hinder the country's recovery and worsen the suffering of civilians. The organization stated that its researchers observed, during their recent visit to Damascus, the extent of the destruction caused by years of war, in addition to the economic and social challenges facing Syrians, with 90% of them living below the poverty line and half of the population struggling to access or afford adequate food. It emphasized that conditions outside the capital Damascus may be even harsher, highlighting the urgent need for international support. The organization urged Western countries to realize that "the continuation of international sanctions hinders Syria's recovery and the access of Syrians to basic services," and pointed out that the recent suspension by the European Union of sanctions in some key sectors, such as energy and transportation, and the easing of sanctions on the financial sector, is a positive step, but more is still needed. The organization called on the European Union to urgently lead efforts to prevent overcompliance with sanctions that harm ordinary Syrian citizens, evaluate the impact of remaining sanctions, including on the banking sector and dual-use goods on the economic and social rights of Syrians, and conduct a comprehensive review of these sanctions to ensure they do not harm civilians.
