What is his background that qualifies him for this position? Birth and Education: Engineer Yarob Suleiman Badr was born on June 3, 1959, in Damascus, Syria. He showed early academic excellence, leading him to pursue his studies in civil engineering, obtaining a bachelor's degree in civil engineering from the University of Latakia in 1982. He sought to enhance his knowledge in the field of transportation, traveling to France where he earned a Ph.D. in transportation sciences from the National School of Bridges and Roads (ENPC) in Paris in 1991, one of the oldest scientific institutions in this field. He then worked as a visiting researcher at the French National Institute for Transport and Safety Research (INRETS) between 1991 and 1992, deepening his expertise in transportation and road safety issues. Academic and Research Career: Upon his return to Syria in 1992, Badr embarked on his academic career, serving as a professor at the Faculty of Civil Engineering at Tishreen University (Latakia) between 1993 and 2006. During this time, he offered a wide range of courses covering transportation, traffic safety, research methods, in addition to teaching mathematical statistics and research methods at the Arab Academy for Science, Technology, and Maritime Transport (Latakia branch). He also contributed to the French Institute for Transport Research and Road Safety, enhancing his position as a specialized researcher in transportation and logistics. Consultancy and Professional Experiences: In addition to his academic work, Badr participated in numerous research studies on roads, transportation, and traffic safety in Syria. He was also a prominent member of the advisory council for the Ministry of Transport, contributing to the preparation of the transportation sector chapter within Syria's Tenth Five-Year Plan (2006-2010). He also held executive positions, chairing the administrative committee of the General Company for Internal Transport in Latakia, and serving as a board member of the General Establishment for Road Transport, bridging theoretical aspects with practical realities. Ministerial Work: Leading the Transportation Sector in Syria: On February 11, 2006, Engineer Yarob Badr was appointed as the Minister of Transport in Syria, a position he held until April 20, 2011. During his tenure, he launched several strategic projects aimed at developing transportation infrastructure, enhancing traffic safety standards, and improving logistical services. He played a pivotal role in modernizing the transportation sector in the country, improving public transportation, and developing road, airport, and port networks. Return to Teaching and Engagement in International Work: After his ministerial term, Badr returned to academia, joining the International Arab University in Damascus as a civil engineering professor, and participated in teaching a Master's program in traffic safety management at Saint Joseph University in Beirut since 2012. In 2014, he expanded his activities internationally, becoming a regional transport and logistics advisor to the United Nations Economic and Social Commission for Western Asia (ESCWA), a position he held until 2024. In this role, he presented specialized research papers and strategies in transportation and logistics at the Arab world level, establishing himself as a prominent expert in this field.
