The Minister of Administrative Development, Mr. Mohammad Hassan Al-Skaf, issued a decision to establish a sub-directorate of administrative development in the province of Hama, in a step that reflects the ministry's commitment to developing public administration and enhancing governance at the local level.

The new directorate aims to implement administrative development programs, develop human resources, and enhance institutional and functional performance efficiency, in line with national development priorities, and enhance the effectiveness of the government in serving citizens.

According to the decision, the directorate will work in cooperation with relevant authorities in the province to study and develop the organizational and functional structures of public entities, implement institutional transformation and administrative development plans, as well as monitor and evaluate administrative performance, identify gaps, and make proposals to improve work methods.

The directorate is also responsible for developing human resources by building a competency database, supporting leadership initiatives, implementing training and qualification programs for local cadres based on needs assessment, as well as simplifying procedures, updating work systems, and monitoring the application of relevant ministry policies.

The directorate's tasks also include providing technical support to public entities in the areas of administrative development and human resources management, promoting administrative development and innovation culture, enhancing transparency, integrity, anti-corruption values, in addition to issuing documents for non-employees according to the approved model.

The organizational structure of the directorate consists of several departments including organizational structure, planning and recruitment, capacity building, performance support and measurement, employee records, executive support, and salaries and wages.

The Ministry of Administrative Development stated on its official Telegram account that establishing the directorate in Hama is part of the ministry's expansion plan to establish sub-directorates of administrative development in all provinces, thus complementing the successful experience that began in the provinces of Homs, Aleppo, and Idlib, with the aim of strengthening institutional work and supporting the comprehensive institutional transformation project at the local level.
